Tottenham are unwilling to sanction a loan, while the Giallorossi have not reached an economic agreement with the Italian defender.
Roma’s pursuit of Destiny Udogie has suffered a significant setback in recent hours.
The Tottenham defender emerged as a target for the Giallorossi as they look to strengthen the wide areas of Gian Piero Gasperini’s squad.
According to Il Messaggero, Tottenham are not prepared to allow Udogie to leave on loan, which is Roma’s preferred formula for the potential operation.
The two clubs therefore remain divided over the structure of a possible transfer, with the Premier League side currently unwilling to satisfy Roma’s request.
Udogie is reportedly interested in returning to Italy, but an economic agreement between the player and the Giallorossi has not yet been reached.
With no agreement over either the transfer formula or personal terms, the possibility of Udogie joining Roma has cooled considerably.
